Gladstone Regional Council is in the process of preparing a new planning scheme to replace the three existing planning schemes that applied to the former Gladstone City, Miriam Vale Shire and Calliope Shire Councils. As part of the initial planning process, Council is inviting the community to have their say on how they believe Council should manage future development and growth in the Gladstone Region.

The Integrated Planning Act 1997 (IPA), forms the foundation of Queensland’s planning and development legislation. Amongst other things, the IPA establishes the step-by-step process for lodging, assessing and deciding development applications in Queensland. This process is called the ‘Integrated Development Assessment System’ or IDAS.
In conjunction with IPA, individual Councils have ‘Planning Schemes’ which provide a framework for managing development in a way that advances the purposes of the IPA by identifying assessable and self-assessable development and identifying outcomes sought to be achieved in the local government area as the context for assessing development. The Planning Scheme functions as part of IDAS and must be read together with the IPA.
In relation to Planning Schemes, each former Council had their own Planning Scheme and Transitional/Superseded Planning Scheme as follows:-
- The Gladstone Plan (29th December 2006)
- Calliope Shire Planning Scheme (27 April 2007)
- Miriam Vale Shire Council Superseded Planning Scheme for the Shire of Miriam Vale (1999)
- Planning Scheme for Miriam Vale 27 February 2009
The above Planning Schemes still remain in force for the respective areas until such time as one IPA Planning Scheme is prepared that will incorporate the entire Gladstone Regional Council area.
Development Applications
A Planning Scheme, amongst other things, identifies the zoning of a property and will identify assessable, self-assessable or exempt developments. Developments that are assessable (Code or Impact) will require a development application to be submitted to Council for assessment by Council Planning staff. The type of development that applications are required for include:-
Reconfiguring of a Lot (Generally means subdivision and/or boundary realignments)
Material Change of Use
(Generally means the start of a new use, re-establishment of a use that has been abandoned or changing the intensity or scale of the use.)
Operational Works
(Generally means, undertaking the actual works associated with any land use/subdivision, etc on sites, eg. earthworks (excavating or
filling), clearing vegetation, including vegetation to which the Vegetation Management Act applies, etc.)
Prior to submitting an application it is strongly suggested that you contact the relevant Development Services Sections to discuss your proposal further. This may take the form of a phone discussion, or for more involved proposals, a pre-lodgement meeting.
An application usually consists of the appropriate Application Forms, plans, town planning report, engineering reports and the relevant application fee.
Once the relevant information is collated you may lodge these details together with the application fees to the relevant Council Customer Service Centre as follows:-
- If you are lodging an application within the former Gladstone Local Government Area, then the application should be lodged at the Customer Service Centre in Goondoon Street, Gladstone.
- If you are lodging an application within the former Calliope Local Government Area, then the application should be lodged at the Customer Service Centres at either Don Cameron Drive, Calliope, Boyne Tannum Community Centre, Boyne Island or the Mt Larcom Rural Transaction Centre.
- If you are lodging an application within the former Miriam Vale Local Government Area, then the application should be lodged at either the Customer Service Centres, in Roe Street, Miriam Vale or the Agnes Waters Rural Transaction Centre.
