The Corporate Plan

Operational Plans

Corporate Plan

The Corporate Plan sets the vision for the region and identifies community needs and aspirations during the next four years and beyond to achieve vision. The Corporate Plan describes where we want to be in the future and how to get there, with a consideration of available resources. It:

  • Decides strategic and service delivery priorities;
  • Identifies new services to be delivered and extensions of current services;
  • May identify new capital projects and functions;
  • Provides clear direction for operational and financial planning; and
  • Enables the setting of performance measures to track progress in implementing strategies of the Corporate Plan.

The Corporate Plan must include:

  • Assessment of local and regional issues; and external and internal factors, affecting its area and its responses to the issues;
  • Statement of its strategic direction;
  • Statement of outcomes about the issues affecting its area; and
  • Strategies for achieving the outcomes.

History tells us that the key strategic issues included in corporate plans throughout Queensland include:

  • Infrastructure;
  • Environments;
  • Communities;
  • Economic and employment;
  • Water and water reuse; and
  • Quality organisation.

But Gladstone Regional Council will adapt this list to the region’s needs following the stakeholder consultation process.

Linkages with other Plans

Council’s Corporate Plan is an overarching strategic blueprint and will be linked to Council’s other plans, local laws and expenditure / budget programs. Other linkages include:

  • The Operational Plan;
  • Planning Scheme;
  • Budget;
  • Capital Works program;
  • Local plans;
  • EEO Management Plan;
  • Administrative policies; and
  • Open Space Plan.

Help Guide The Region

Corporate and Community Plan

  • What issues affect the Gladstone region?
  • What should the Gladstone region of the future look and feel like for our children and our children’s children?
  • What should be the priorities for Gladstone Regional Council now and in 10 years?
  • What involvement should Council have in shaping our tomorrow?

These are some of the questions that are being posed to residents of the region as part of Council’s corporate and community planning process.

Gladstone Regional Council has begun developing its first Corporate Plan under the guidance of consultants MorrisonLow. This important document, when complete, will drive Council’s operations for the next four years and beyond.

It will set the vision for the region by identifying community needs and aspirations, and provide clear strategies to ensure agreed priorities are met. But this process cannot be effective without input from the community.

That’s why Council is asking residents to have their say on issues affecting them now and what they believe will affect them in the future. To be effective, responses are sought from as many people as possible - from every corner of the region. Diversity among respondents is essential to this process.

Council has included a survey form that has questions designed to stimulate thinking and inform us of what residents’ expect from Council and what their aspirations are for this region. All information relating to respondents’ personal information will remain confidential.

As a further initiative, Council is also forming several stakeholder email groups and asks residents to email us to be part of this initiative.

What you can expect is to be provided with all information issued to the media, as well as requests for your views on community issues within the community.

It is up to you how much or how little input you provide.
